Watch: Mark Paoletta Testifies About Impoundment Control Act at House Budget Committee Hearing
Mark Paoletta, a partner at Schaerr l Jaffe, testified at The House Budget Committee on a hearing considering changes to the Impoundment Control Act on Thursday, April 29, 2021.
The Congressional Budget and Impoundment Control Act of 1974 (ICA) established procedures to prevent the President and other government officials from unilaterally substituting their own funding decisions for those of Congress. It also created the House and Senate Budget Committees and the Congressional Budget Office.
Mark Paoletta, who formerly served as general counsel for the Office of Management and Budget under the Trump administration, joined three other witnesses at Thursday’s hearing – Molly E. Reynolds, Senior Fellow at The Brookings Institution, Liz Hempowicz, Director of Public Policy at the Project on Government Oversight, and Edda Emmanuelli Perez, Deputy General Counsel for the U.S. Government Accountability Office.
